Position Description 



Plans and Objectives 

  • Pro-actively participates in the design of a three year rolling Business Plan for the Finance Department. 
  • Participates in the design of the strategic orientation of the Finance Department. 
  • Works in the identification and subsequent implementation of Key Performance Indicators and Key Performance Targets of the Finance Department.  


Leadership and Management

  • Provides advice, guidance, direction and mentoring with regards to staff assigned. 
  • Coaches and mentors staff as appropriate. 
  • Rewards performers and sanctions non-performers. 


Specific 

  •  Performs work as assigned leading to statutory accounts.
  •  Performs work as assigned leading to the drafting of monthly Management Accounts relating and the interpretation of results. 
  •  Performs work as assigned leading to the preparation of monthly forecast financial behaviour and its interpretation.
  •  Performs work as assigned with regards to or as delegated may lead the preparation of the MSV Life budget.
  •  Performs work as assigned with regards to or as delegated may lead the preparation of background work related to quarterly Budget Re-base-lining meetings. 
  •  Performs work as assigned with regards to or as delegated may lead the review, updating, and implementation of existing internal accounting systems and in introducing new systems and controls where appropriate. 
  •  Performs work as assigned with regards to or as delegated may lead the development and review of policy and procedure manuals for the Finance Department. 
  •  Performs work as assigned with regards to or as delegated may lead the reconciliation of all work related to the Finance Department. 
  •  Performs work as assigned with regards to or as delegated may lead the recording of all transactions related to the Finance Department. 
  •  Performs work as assigned with regards to or as delegated may lead the technical specialised work required for the closing off of the monthly accounts. 
  •  Performs work as assigned with regards to or as delegated may lead drawing up of feasibility studies as appropriate. 
  •  Performs work as assigned with regards to or as delegated may lead drawing up of cost benefit assessments as appropriate. 
  •  Performs work as assigned with regards to or as delegated may lead drawing up of to due diligence studies as appropriate. 
  •  Performs work as assigned with regards to or as delegated may lead the preparation of accounts related to Growth Investments Ltd.  
  •  Performs work as assigned with regards to or as delegated may lead the producing and analyses of yearend financial accounts. 
  •  Maintains the computerised accounting software and assists in the setting out of functional requirements for enhancements where appropriate. 
  •  Performs work as assigned with regards to or as delegated may lead monitoring of all MSV Life expenditure.  
  •  Monitors, or as necessary performs, the maintenance of the cashbooks for third party life insurance products and others as appropriate. 
  •  Monitors, or as necessary performs, the maintenance of the General Ledger, setting up new accounts and cost centres. 
  •  Monitors, or as necessary performs, the reconciliation of control accounts. 
  •  Monitors, or as necessary performs, the allocation of expenditure to cost centres. 
  •  Monitors, or as necessary performs, the processing of supplier invoices and ensures payments in accordance to MSV Life credit terms. 
  •  Monitors, or as necessary performs,  the reconciliation of all maturity, benefits and death claims arising from  clients and processes cheques and ensures that these are forwarded to the Operations Department within  established service parameters. – Monitors, or as necessary performs, the reconciliation of all sales arising from the Operations Department, intermediaries, Point of Sales et al and raises sales invoices as appropriate. 
  • Monitors, or as necessary performs, the reconciliation of all commissions payable to intermediaries, et al and records as appropriate. – Manages the implementation of debt management policy, directive and guidelines and ensures enforcement of these policies.  
  • Monitors debt management performance against targets and takes appropriate action.  
  • Manages all MSV Life bank accounts including credit cards and ensures that adequate funds are available to meet expenditure requirements 
  • Performs work as assigned with regards to or as delegated may lead the process of ensuring that excess funds are earning a reasonable rate of return. 
  • Performs work as assigned with regards to or as delegated may lead the management of currency hedging. 
  • Liaises as appropriate with MSV Life’s banks. 
  • Monitors, or as necessary performs, the completing of quarterly VAT returns and provides advice on compliance with VAT regulations as necessary.
  • Prepares regulatory reporting and returns to appropriate regulatory authorities such as the Malta Financial Services Authority and the Central Bank. 
  • Liaises with MSV Life external and internal auditors. 
  • Develops and prepares ad hoc reports with the Finance Department or for other Departments within MSV Life 
  • Conducts as appropriate, peer review with regards to appropriate financial management analysis, modelling, et al. 
  • Conducts quality control audit of assigned financial management assignments and provides feedback to staff where appropriate. 
  • Ensures compliance to all financial methodologies, policies and validations. – Develops accounting and financial management competencies.  
  • Utilises creative training solutions to develop financial knowledge. – Serves as a resource for other team members and units within the Department.  
  • Analyses key metrics of staff to identify areas of improvement and development opportunities. – Attends briefings and meetings as necessary.

  • Coordinates with the External Auditor. 
  • Coordinates with Growth Investments Ltd.
  • Coordinates with the Investments Department. 
  • Coordinates with the Actuary Department. 
  • Coordinates with the Central Bank and/or MFSA. 
  • Coordinates with the Inland Revenue Department. 
  • Coordinates with the VAT Department.

  • Keeps abreast with developments in the financial market. 
  • Keeps abreast with good practice in financial management. 


Other 

  • Performs any other job-related duties as necessary or as assigned. 



Supervision Received 

  • Direct supervision and guidance from the Chief Accountant and the Chief Financial Officer as the case may be. 


Working Conditions 

  • May be required to work outside office hours in crises situations and / or to meet deadlines.

Experience and Qualifications
